This paper examines the Shihoro Mountain Road project in the Daisetsuzan National Park in Hokkaido, Japan, and the nature conservation movement opposing it. The Shihoro Mountain Road was approved as a national park road by the national park authorities in 1965. In 1971, when the road construction reached the mountainous area of the national park, the destruction of nature became so noticeable that the residents protested against the construction, which was then halted by the Governor of Hokkaido in 1972, leaving 2.6km uncompleted. In 1987, the Resort Development Law was enacted, which triggered a tourist boom, causing the Governor of Hokkaido to declare a resumption of construction. Preparations were made to resume work, but in order to protect the precious natural environment, a campaign against resumption of the construction was launched. The Hokkaido authorities then altered the plan to construct the entire road as a tunnel to avoid destruction of the natural environment, this plan being approved by the Environment Agency in 1995. However, protesters continued to oppose the plan, claiming that the tunnel would also have a negative impact on the natural environment. The opposition movement filed a lawsuit to suspend the construction to ensure biodiversity, with the prospect of winning the trial. The governor of Hokkaido announced in 1999 that the construction work would be cancelled because he was likely to lose the lawsuit. The road construction plan officially approved by the Environment Agency and completed halfway was forced into cancellation by the nature conservation movement, making this a rare and valuable case for the movement against development projects in national parks.
