In recent years, automotive industry of Thailand has grew up and resulted to be a stronghold of multinational car industries for their productions and exports. According to the change in its importance as a regional stronghold, even 1st tier suppliers in Thai are required to enhance R&D capability to take roles. But most of suppliers have been meeting difficulties to increase their capacities, which is derived from insufficient knowledge and experience. In this study, by focusing on the contribution of developing organizational QCD management to the R&D capability development, efficient and effective methodologies to develop R&D capability are tried to figure out, which is especially for the pure Thai 1st tier suppliers. Previous discussions on technology transfer, especially regarding the stages of technology transfer and the role of absorptive capacity in the transfer process, have not fully explained the importance of QCD for improving R&D capability, and studies on the relationship between TQM and innovation are not exactly supports it, neither. By the case study on company S, it is confirmed that fulfillment of QCD level of activities is a crucial step to enhance and improve R&D capability, it is strongly seconded by the improvement of company S, which has been processing the development strategy for three years. It should be strongly recommended for local manufactures to reconfirm the important role of QCD to improve R&D, before considering preparations of additional facilities such are CAD or testing equipments.
