In this paper, we examine the difference between Hollywood and Japanese movie business, in attempt to make clear reason why the latter is not attractive as a business project. For this, we are using a specific framework we call Strategic Risk Management (SRM). Strategic risk is an explicit problem emerging before some business or project is started. And, SRM is to design the most suitable model in order to manage the maximum probable loss (exposure) and profit variability of the project. As a result, the two models, which look similar, are in fact quite different, from SRM point of view. Hollywood introduces successfully a model to manage their strategic risks and to raise a large amount of capital from bankers or investors. But Japanese model, represented by "Seisaku Iinkai (production committee)", has not attained yet such an appropriate management, which is consequently preventing it from realizing large scaled movie projects.
