Abstract

This paper purports to study the contribution of FDI in R&D to the flow of knowledge spillover to the investing firms using firm and patent level data. By focusing on the concepts of localization of knowledge, and the access to local research communities, I examine the acquisition of knowledge through the hiring of local researchers, those who have strong ties with local research communities. Using an original firm-level panel data and patent data set on 38 Japanese pharmaceutical firms during 1975-2005, I find evidence that FDI in R&D and hiring local researchers increase the flow of knowledge spillovers to the investing Japanese firms. The relationship between FDI in R&D and the flow of knowledge spillover to the investing firms is partially mediated by the hiring of local researchers in a host country. In addition, I find tapping into foreign knowledge base, which has technological strength, is useful component of an R&D reform strategy. FDI in R&D to tap into foreign knowledge base is consistent with asset-seeking theories of FDI.
