従来の教育発信機関を中心とした遠隔教育とは異なるコンセプトとして、すべての大学が対等な教育交流のための衛星システムを検討した。国際衛星ワークショップ実験、看護学教育実験、連合獣医学大学間交流実験を行い、衛星通信実験システム、講師卓の試作を行うと共に、これらの検討確認結果を元にHUB-VSAT構成の大学間教育交流ネットワークを提案した、これは1995年、文部省により予算化されSCS(Space Collaboration System)としてメディア教育開発センターで開発を行い、1996年に運用を開始した。SCSは現在123機関150局(2001年)を収容しメディア教育開発センターの重要な事業として運営され、年間3000時間様々なコラボレーション活動に利用されている。利用状況、アンケート結果からSCSに実現した多くの新しい考え方は有効に機能しており、SCSは教育改善に貢献しているといえる。本稿では、SCSの発想から開発運用にいたる過程で行った実験・試作・検討結果を報告する。

Satellite communication has many advantages when it is used for educational applications. Most applications are on the broadcasting systems. We still want to exchange idea even among a small group. It often happens in universities for example, when specialized or advanced topics are dealt with. A series of experiments were conducted under the name of SAWS(Satellite workshop experiments) using ETS-V satellite among 10 stations from 6 countries in the Asia-Pacific region. Evaluating these results, the inter-university VSAT network was proposed and it was constructed as SCS after the development of proto-type systems. Taking HUB-VSAT configuration, fully flat mesh-type network was developed. The number of the sites came to be 150 from 123 institutions in 2001 and it is used for a variety of collaboration activities. This article deals with the concept of inter-university network through reviewing the experiments and proto-type systems.
