In December 1997, the University Council of Monbusho presented a report on the establishment of a distance learning system at the graduate school level. Before that date, the actualization of this system had been postponed as a subject. Thus, it is of great historical significance that the establishment of the system has finally been recognized. On the other hand, there are also hopes toward distance learning systems utilizing multimedia resources. Yet, considering the current efforts to maintain the separation between the 'conventional system' and 'distance learning system,' the distance learning system at the graduate school level could be considered to be positioned as an extension of correspondence education at the undergraduate school level. It might be necessary to revise the National Standards once again to keep in pace with technological progress in the future, but when that time comes there will not be any reason to separate the 'conventional system' and 'distance learning system.' An educational system that becomes more accessible to learners by integrating the strong aspects of these systems is desired.
