Major objectives of this study are to investigate the seismic response behavior of steel frames having exposed-type column base and the influence of some factors on seismic damage to the exposed-type column base. To achieve these objectives, the earthquake time-history response analysis using the fish-bone shaped model was carried out. In this paper, the results of the earthquake response analysis of the fish-bone shaped model are presented, and on the basis of these results, the author proposes the required plastic rotation capacity of exposed-type column base against strong earthquake ground motions. In order to evaluate the applicability of the proposed plastic rotation capacity of exposed-type column base, the earthquake time-history response analysis of the 3-story steel frames having exposed-type column base is also performed.
