At the present recession,we can recogffize there is a great difference in the result of the information systems,and we think that depends on whatever a business has the consciousness of the effect against the cost.In this paper,we gave a definition of the cost and the effect so as to evaluate the information systems and considered the way qualitative effect with some measures.Moreover,, from unsuccessful instance in information investment,we raised some points which many businesses tended to miss and devised our own original way of evaluation.
