It is important to estimate the structural safety of column base connection by calculating exact collapse loads. In order to evaluate ultimate behavior of the column base, several analytical studies have been conducted. However, these studies are mostly restricted to in-plane behavior of the column base. Therefore, it is more desirable to consider the effect of bi-axial bending at the ultimate stage. In this paper, the ultimate resistance of exposed-type steel column bases subjected to bi-axial bending was calculated by the limit analysis to the conformity with experimental results of resistance interaction. Furthermore, in order to reflect the inelastic behavior of an exposed-type column base to design procedure, the exposed-type column base is modeled as a kind of partial strength connection. Also, a method to simulate the inelastic behavior of column base in case of bi-axial bending by expanding uni-axial restoring force characteristic model to bi-axial model is proposed.
