Since 1985,the semi-conductor problem has been a focus in Japan-U.S. trade friction. Here, we inquire the controversial points in Japan-U.S. negosiations about semi-conductor. The semi-conductor problem is, for U.S., the issue of which hangs the very fate of the country, for semi-conductor plays the leading part in recent innnovation, especialy U.S. military advantage depends on his advantage in semi-conductor. Moreover we touch upon the differences in the semi-conductor industries between Japan and U.S..
