本稿は、カリフォルニア州サクラメント市において双方向イマージョン・プログラムを実施するThe Language Academy of Sacramentoがチャーター・スクールとして創設され、その後、教育成果が認められてチャーターを更新したプロセスの考察を通じて、双方向イマージョン・プログラムを実施するチャーター・スクールが、アカウンタビリティとバイリンガリズムを両立させた意義とその要因について考察した。考察の結果、以下のことが明らかとなった。アカウンタビリティとバイリンガリズムの両立の意義として、州という高次・広域レベルにおける州民の教育意思(アカウンタビリティ)とLASを選択した保護者・児童・生徒の教育意思(バイリンガリズム)を両立させ、社会統合理念としてのバイリンガリズムの可能性を示したこと、また、その要因として、児童・生徒の社会経済的条件を配慮したチャーターの更新基準の設定と、保護者の教育意思の変容を促し、言語マイノリティの潜在的な教育ニーズを保障した言語マイノリティ教育に関する教員の専門性が挙げられる。

The purpose of this paper is to clarify the significance and factors of compatibility of securing accountability and realizing bilingualism focusing on a charter school implementing a two-way immersion program. In California, bilingual education programs in the public schools have been restricted by Proposition 227 since it was passed in 1998. In this situation, however, charter schools that are required to be accountable for the English language abilities and academic achievements in English can implement a two-way immersion program which is part of bilingual education. In this study, The Language Academy of Sacramento (LAS), a charter school in Sacramento, is examined as a case of charter school implementing a two-way Immersion program. In 2008, Sacramento City Unified School District Board of Education evaluated the educational results of LAS and approved its charter renewal. This means that accountability required by Proposition 227 at the state level decision was compatible with bilingualism which parents and students of LAS sought. This also means the possibility of bilingualism for social integration. In summary there seem to be two factors the charter school has for securing accountability and realizing bilingualism. First, the socio economic condition, which was considered in the criteria of the charter renewal, Second, the fact that teachers developed their own professional abilities, and they changed parents' mind getting their support and achieved accountability.
