In colonial Taiwan, after segregated education in post-primary education facilities was abolished in 1922, the Taiwanese were admitted to middle schools. But secondary academic schooling was still a Japanese domain. Despite educational revisions that ruled out race as a factor in admission selections, only a small percentage of Taiwanese applicants was accepted into middle schools. However, Japanese claimed to educational opportunity against the difficulty of entering, as a matter of fact, education policy-markers were obliged to establish more middle schools to accommodate more Taiwanese students. Ironically, middle school expansions helped to increase Taiwanese students who were once carefully controlled. So the colonial Taiwan government-general caught up in a dilemma between policies and actual outcomes.
