本研究では、非農家が農業に参入する上でどのような課題があるのか、それらの課題を解決し、地域に定着していくためには何が必要なのかを明らかにし、その条件を整理していきたい。その際、特に受け入れ地域の住民の対応と新規参入者の農業のかかわりについて注目していく。調査地域は、新規参入者が多くみられる宮城県丸森町を事例として取りあげた。丸森町における新規参入者の定着過程には、大きく3つの段階がみられた。初期の段階は、新規参入者が地域住民の協力のみで参入する段階。次に、先行参入者が新規参入者と地域との橋渡しとなって参入する段階。最後に、新規参入者が町行政の受け入れ体制を利用し、参入する段階である。丸森町では地域住民、先行参入者、町行政と相互のネットワークが徐々に築かれ、次の者が参入しやすい環境を作り出してきた。現在は、新規参入者による見学ツアーなど、積極的な受け入れも行われてきている。このようなことから、新規参入者の地域定着条件とは、個々人の問題ではなく、地域住民、参入者、行政など、地域全体のつながりによってつくられていくものだといえる。

This research shows the problems which non-farmers face to be new farmers and things which they need to solve the problems and to settle in a community. Consequently, the research organizes necessary conditions forthis phenomenon. For this purpose, the research focuses on the reactions of original residents in a community and the farming by new farmers. Because many new farmers exist, the research studies Marumori Town, Miyagi Prefecture. There are generally three stages in the process to settle non-farmers as new farmers in Marumori Town. First, only the cooperation with original residents enables the entries. Second, preceding new farmers mediate in a community. Third, non-farmers use town' s service for the entries. In Marumori Town, original residents, newfarmers, and the town government gradually network to form the environment for non-farmers to be farmers at ease. Currently, the town actively pursues the entries as it does an event like a tour for potential new farmers. Therefore, the conditions to settle non-farmers as farmers are not about individuals' qualifications but based onthe linkage in a whole community involving original residents, new farmers, and public agencies.
