Abstract
This paper analyzes prefectural governor's elections in Japan from 1955 to 2007, focusing on the central-local relationships of party organizations. The electoral reforms in the lower house in the 1990s seem to have strengthened the leadership of the central party organizations with respect to the local level. On the other hand, national party realignment in the 1990s and decentralization reforms in 2000 appear to have increased local party autonomy. The result of this analysis reveals that local organizations have come to act in accordance with gubernatorial candidates rather than central party organizations. New parties, antagonistic to the LDP at the national level, still tended to run with LDP candidates in gubernatorial elections until 2000, as the SPJ did through the 1980s and 1990s. In the early 2000s, it was not central organizations but rather the local LDP and DPJ groups which managed some election campaigns, following a number of candidate's intent not to seek recommendation from the national parties.
