The definition and the approach of risk management are specified in P2M. However, those definition and approach focus on operational aspect. Risk management needs to be integrated both operational aspect and financial aspect. The risk management approach on hierarchies among program and projects, and on time sequences among scheme, system, services, defined on P2M Ver.2.0 is defined here in order to integrate both operational aspect and financial aspect.
