Abstract

More and more local public high schools are facing the problem of athletic club activities. The number of athletic team members decreases, not being able to form a team for school team sports. In rural areas, the number of children decreases, causing a decline in the number of high school applicants. Also, more and more students shift away from sports when they graduate from junior high schools. On the other hand, the Ministry of Education, Culture, Sports, Science, and Technology (MEXT) has decided to gradually shift school athletic club activities to local communities from 2023 in line with the reform of teachers' work styles. To cope with this problem, regional integrated sports clubs have been established in many areas, but this has not led to a fundamental solution. It has only resulted in externalizing the cost of club activities. In this study, we developed a framework for designing programs for solving public high school club problems. We tested the framework in program design for solving this problem at S High School in Hokkaido. The program was aimed to increase the motivation for sports participation. As a result, students' motivation to join and support sport improved, and their interest in athletic club activities increased.
