Description
When the Augustan Empire was in the crisis during the third century, it was transformed into the absolute monarchy of the Dominatus as a result of the decrease of senate's power and the rise of equestrian order. Most recent studies considered the process as the implementation of the deliberate policy of the successive emperors to increase their own power by excluding the senators from major military posts for the sake of more faithful equestrians. After examining these process paticularly with reference to "Edictum Gallieni", the author concludes that the "Edictum Gallieni" has never existed, and actually it was not Gallienus but Valerian who elevated many equestrians to major military posts. Therefore, the rise of the equestrian order was caused by Valerian's defensive policy of the Empire like Tetrarchy, which provoked the decentralization of the Empire, instead of the imperial oppressive policy against the senate. The reign of Valerian was the beginning of "the age of military equestrians", which paved the way for the Diocletian times.
