Abstract

Overall, as overviewing agricultural structure of Hokkaido, three main farming forms - paddy farming, upland farming, dairy farming - are divided into the coherent areas respectively, referred to as "core farming areas". By contrast, the areas not belonging to these, temporarily named "non-core farming areas" below, are symbolized by the horticulture prevailing areas such as southward in Hokkaido. This study focused on specific issues on agricultural structure, which are varied according to typical areas. In the case of upland farming area covered by this study, incorporated group farming engages in large-scale land-extensive farming to address structural issues raised by the decline in farming households. For the same reason, in the case of dairy farming area, the support system encouraging the entry for beginning farmers is established at the regional level. Then, focusing on horticulture prevailing area covered by this study, in which specific issues is to be characterized by the land-use problems. In such areas, decline in farm-households has forced surviving farmers to expand farm size, but expanded land-extensive farming has been competing against labor-intensive farming such as greenhouse horticulture. To address, group farming for rice-crop conversion was formed, which has worked to effectively improve farmland use. Possible prediction of regional agriculture evolution would be varied by such practice for addressing specific structural issues of agriculture.
