This article overviews the concepts and mission the Hibiya Library & Museum has, and looks into the activities and their process practiced there accordingly focusing on newly designed services at its library division, and describes challenges and future prospects. Inaugurated in November 2011, the library builds upon the history and tradition of its predecessor Tokyo Metropolitan Hibiya Library to step out for a cultural complex with a library, museum and a college. The Hibiya Library & Museum aims to be the center of knowledge or the hub of information, learning and communications to shape the future of new urban library unique to the central city Chiyoda. A designated administrator manages the library operation by using private sector know-how to make a break with the traditional idea of library, putting the new cultural institution into place. In addition, proactive approaches the library offers help ease the municipal financial burden, redefining the way of operating a new public facility.
