<p>In order to carry out urban planning, it is important to create a plan that shows the vision for the future and the policy for its realization, and then use the means for realizing the plan. The urban planning master plan system with such a role and function also exists in the urban planning system in Japan today. However, Japan's system has become rigid and cannot cope with new issues. As a way to reconsider the system, this study investigates the actual situation of the master plan system of Korea and Taiwan, and compares it with the Japanese system. As a result of comparison, it was found that there are distinctive points in each country's system. The characteristics and issues of each country were clear, and suggestions were given to reconsider the Japanese system.</p>
