Influence of Disaster Hospital Designation and Disaster Experience on the Disaster Response Plans of Hospitals Based on the Business Continuity Plan

Abstract

<p>This study aims to identify details and issues in disaster response plans of hospitals focusing on the influence of disaster hospital designation and disaster experience on the disaster response plans of hospitals based on the Business Continuity Plan (BCP). Questionnaires were mailed to nursing directors of 1500 facilities randomly sampled from 8512 hospitals nationwide in Japan, and 356 responses (23.7%) were collected. The questionnaire had questions about demographics, knowledge of the Guide for Creating a Hospital Disaster Response Plan Based on the BCP prepared by the Ministry of Health, Labour and Welfare (MHLW), and 26 items for nurses about the BCP checklist by the MHLW.</p><p>Among the items of the disaster response plans of hospitals based on the BCP, the following three items were addressed in both designated and non-designated hospitals : measures to prevent medical equipment and shelves from falling down ; procedures to serve meals when elevators are not working ; and having considered the number of nurses who can commute on foot or by bicycle. The results may be related to experience of the Great East Japan Earthquake of 2011. A comparison between hospitals with and without disaster experience suggests that there are three issues to be addressed by hospitals without disaster experience : discussing and implementing measures to prevent medical equipment and shelves from falling down ; discussion of procedures to transport patients and supplies, and the serving of meals assuming that elevators are not working ; and also conducting disaster drills and training based on the disaster response manual.</p>
