<p>Political parties have been neglected in political philosophy for a long time. It was only about ten years ago that political parties began to be a subject of political philosophy. In this paper, I review previous researches on political parties in political philosophy and discuss the role of political parties in the legislative process. As a result, I find that political parties have meanings as informants, but do not have meanings as decision-makers. It is also argued that there are some problems with political parties as decision-makers. Thus, political parties are necessary as informants but undesirable as decision-makers. Finally, I propose a legislative system composed by electoral chamber whose members are selected by election and lottocratic chamber whose members are selected by lot from the whole population and suggest that this system avoids problems associated with political parties.</p>
