In this article, I examine the relation between Max Weber and contemporary ethos. Finding out the psychological power of "the magic of freedom" in the inquiry into a problem of the rural laborers in East Elbian regions, he tied that power to the national state to design for a new political form. He turned his attention not only to the ethos of innerworldly asceticism in the past but also to the contemporary one. For that purpose it was necessary for Weber to carry out several social researches. Weber's perspective originally supposes a fundamental transformation into the welfare state regime. The extension and autonomization of so-called the social different from the state or the market becomes more and more significant. In spite of his expectation, it brings about a difficult question. In other words, the mobility of the social changes into the inflexibility at last, so that social exclusion appears more obviously. This dilemma remains for late Weber.
