研究の概要(英文)：Rural communities in the Kyrgyz Republic have three functions as follows; 1: Social inclusion of the unemployed workers. Or Support for the unemployed workers. 2: Lending to people with low social creditworthiness. 3: Mutual aid for savings and loan to the community member. The social functions mentioned above should basically be managed by central government and market. However, the Kyrgyz government has been under the strict financial situation. In addition, their financial market has not fully developed yet. Therefore, the local community has played a role as safety net inevitably. Since their independence from the former Soviet Union in 1991, by a hasty policy of market economy, many of young people in rural areas and provincial cities moved to Kazakhstan or Russia in order to obtain cash income. However, the migrant employment became subject for the adjustment by the global recession of 2008, was forced to return to their home country. These people were able to avoid unemployment by returning to their homeland. Illegal money lenders by wealthy are given the opportunity to lend cash to poor people. In addition, the group whose members trust each other create "Kou", called "Black Cash Register". With this annual event, all members can get the chance to have big money once a year. How have these communities been formed until now? In this paper, after referring some previous studies, the author classifies the community based on interviews with participant observation mainly to sequence, function and role that were attempted to further formal knowledge of the problem. In the future, policy makers in Kyrgyzstan should formulate economic policies rooted in social and community enhancements without serious damage to these communities. This paper takes an important role to let the policy makers recognize the valuable function of these communities.
