Abstract

<p>Many organizations and departments have many sources of information such as TV, radio, the Internet and observation image. Disaster responders have to process much information in order to maximize the efficiency of response activities. Information processing contains gathering information, information summarizing, and information dissemination. This paper explains crisis information processing system based on "The Intelligence Cycle", and analyzes disaster response manual in Kobe city based on "The Intelligence Cycle" framework. Finally this paper would establish the framework to information processing system for effective disaster response based on incident command system (ICS).</p>
