The purpose of this paper is to examine the variety of values of traditional wagashi and the appearance of new production systems from the perspective of the French theory of convention. The economics of convention(EC) consists of interpretative schemes for action and coordination that actors use in situations under conditions of uncertainty and a variety of values. Quality conventions comprise a form of cultural logic; how they are coordinated is revealed in transactions. This theory shows the pluralistic modes of coordination based on the nature of values. The EC makes it possible for us to evaluate the changes in the Japanese confectionery (wagashi) industry. New types of Japanese confectionery as art and events of fashionable department stores have created a new form of consumer demand. These wagashi may be considered and valued as innovations in wagashi industry. Meanwhile, the value of traditional wagashi is closely linked to traditional authorities. The difference between traditional wagashi and artistic ones could lead to "dissonance. " According to Stark, dissonance is an important process for creative economic development. Therefore, this dissonance can make the wagashi industry creative and innovative.
